What Makes Lisbon

Lisbon is built on hills, and the hills are the constraint. The streets of Alfama, Bairro Alto and much of the Chiado are stepped, cobbled in polished limestone that turns slick in the rain, and in places narrower than a car. The famous tram 28 runs through the middle of several of them and has right of way over everything. A vehicle simply cannot reach a great many Lisbon addresses, and the honest answer is to set you down at the top or the bottom and tell you which.
The city restricts access to the central avenues and the Baixa to reduce traffic in the historic core, and the underground car parks along the Avenida da Liberdade do most of the real work. Above ground, stopping anywhere near the Praça do Comércio during the day is a negotiation.
What Lisbon offers in return is proximity. The airport is inside the city, the coast is twenty minutes away, and the country is small enough that a great deal is a comfortable day return.
Lisbon airport sits about 7 km from the centre, one of the closest in Europe. Twenty minutes on a clear road, considerably more at the end of the afternoon.
Half an hour west along the coast road, and the natural base for anyone who wants the sea rather than the city.
Forty minutes north west, and a place where the final approach genuinely matters: the palace roads are narrow, steep and often closed to traffic.
Around ninety minutes south over the bridge, and increasingly the reason clients come. The road is fast, the last stretch is sand tracks.
Lisbon has grown into a conference city, and the Web Summit in November now fills every room between the centre and Parque das Nações. Add the summer festivals, the cruise season at Santa Apolónia and the June street parties for Santo António, when whole neighbourhoods close to traffic, and the pattern repeats: a handful of predictable weeks where cars are committed early and everything else is straightforward.
