Los Angeles has no congestion charge, no emission zone and no historic centre to be excluded from. It has distance instead, and a freeway system where the difference between a good journey and a bad one is entirely a question of when you leave. Beverly Hills to Downtown can be twenty five minutes or an hour and a quarter, and nothing about the route changes between the two. Anyone who quotes you a fixed drive time for LA without asking the hour has not driven here.
The carpool lanes are the local advantage that visitors rarely use. A vehicle carrying passengers may use them where a solo driver may not, and on the 405 or the 101 at the wrong hour that single fact is worth more than any shortcut.
The other thing to understand is that in Los Angeles the car is the room you spend the day in. Meetings are spread from Santa Monica to Burbank to Downtown, and the journeys between them are long enough to work in. That is the actual argument for a chauffeur here, more than anywhere else on this list.
