Manhattan now charges for entry. The congestion relief zone covers the island south of and including 60th Street, and it runs every day of the week, with peak hours from 5am to 9pm on weekdays and from 9am to 9pm at weekends. The FDR Drive and the West Side Highway stay outside it, which is why a route that looks longer on a map is sometimes the correct one. Chauffeured vehicles are charged differently from private cars: a per-trip surcharge rather than a once-daily toll, which means the number of journeys matters more than the number of hours.
That is the new part. The old part has not changed. Manhattan is a grid with avenues that move and cross-streets that do not, the bridges and tunnels decide everything about getting on and off the island, and double parking is a way of life that a chauffeur has to work around rather than join.
What a car buys you here is not speed. Below 60th Street at midday almost nothing is fast. It buys you the ability to work between stops, to leave luggage in the vehicle, and to be collected at a door in weather that makes the alternative unpleasant.
Around 25 km from Midtown and anywhere between forty minutes and twice that depending on the Van Wyck. The international gateway, and the one where arrival timing is least predictable.
In New Jersey, often quicker than JFK to Midtown despite the state line, and the better option for downtown and the west side.
The closest of the three, rebuilt and much improved, and the domestic airport of choice for a same-day return.

New York has no quiet season, but it has weeks that are worse than others. The United Nations General Assembly in September closes large parts of Midtown East with motorcades and fixed perimeters, and it is the single hardest week of the year to move around Manhattan. Fashion Week, the marathon in November and the holiday period around Fifth Avenue each add their own layer. In those weeks we commit chauffeurs by the day, because a car ordered journey by journey simply cannot reach you.
